ooc; okay, so I figured the easiest way for me to do this was to set up the post and then set up two different threads: one for canon-alignment shifted Peony, one for AUDark!Peony, so...yes. :|b
[Jade decides that clearly all of his vague feelings of something being wrong were totally off-base. EVERYTHING IS NORMAL.] I'll be interested to hear where you find a place in the budget for the reissuing of all of our soldier's clothing.
I'm sure someone around here could help me with creative bookkeeping. Hell, half these guys do it behind my back anyway. They shouldn't have a problem with doing it for me once in a while.
[OH GODDAMMIT why do you keep taking his reassured-ness from him] Surprising as it may be, that short term solution tends to create long-term problems. If you do believe any of the people who work for you manipulate the numbers, I'd be more than happy to start an investigation to find them out.
[Moving the hand away because :|] We were discussing the situation of the replicas we've taken in as they've begun to settle. I asked to look over the reports myself.
The problem is mainly infrastructural, so that's the area we need to focus on. It's akin to taking in thousands of new children without any parents. But replicas, unfortunately, aren't quite as endearing to all the foster parents who might take orphans in.
Can't we do something with them here? Take them in, teach them some skills, give them work. We can train them for military service, civil service, whatever.
That's certainly a possibility. The replica research I did proved that replicas are particularly easy to program for basic manual labour. But they'll need more than that to have the chance to be their own human beings.
We can set up centers though. It might not be the one on one care, but it would give them safety, security, and at least one caretaker for every dozen or two dozen replicas.
Man, people always find something to get resentful over. Maybe if they spent less time resenting things and more time actually trying to fix things, we wouldn't have half the problems we do.

[a pause] Gailardia might be a good resource for this. He has experience with this kind of thing.
